Seng Siew’s career spans nearly three decades across civil litigation, commercial transactions, technology law and institutional legal leadership, positioning him at the forefront of Singapore’s digital economy legal landscape.

He began his practice in Singapore in general litigation with a commercial orientation, handling complex disputes including matters involving substantial cross-border financial claims. He subsequently broadened his corporate and regulatory experience in Kuala Lumpur, advising multinational investors on foreign investment regulations, stock exchange listing requirements, takeover codes and corporate restructuring. He was involved in significant reverse takeover transactions and advised financial institutions and corporations on regulatory compliance.

Returning to Singapore, Seng Siew joined Ong Tay & Partners at partnership level, where he developed a combined litigation and corporate advisory practice. His work increasingly concentrated on the Information Technology sector, hospitality ventures and cross-border investments. He advised on telecommunications investments into China, oil and gas joint ventures into Cambodia, technology transfer arrangements within Southeast Asia and franchise structuring across jurisdictions.

His technology-focused advisory practice includes drafting and negotiating software development agreements, intellectual property licensing arrangements, digital platform contracts and e-commerce compliance structures. He has advised hardware and software developers, IT consultants and technology entrepreneurs on establishing Singapore operations, structuring joint ventures and navigating regulatory and tax considerations. His litigation experience equips him to identify operational and contractual vulnerabilities before they crystallise into disputes.

Seng Siew’s engagement with technology extends beyond advisory work. From 2000 to 2003, he served as Managing Director of WWLegal.com Pte Ltd, a legal-tech start-up that developed an integrated online workflow and payment platform for law firms. The venture placed him at the operational centre of product development, systems integration and strategic management during the early evolution of digital legal services.

In 2008, he was appointed Senior Director of LawNet, E-Publishing & Legal Technology at the Singapore Academy of Law. In that capacity, he managed Singapore’s principal legal research infrastructure, including Legal Workbench, the Treaties Database and the Practitioners’ Toolkit. He oversaw technology project implementation, negotiated with content and software providers, and led development of enhanced research and litigation support tools. Concurrently, he acted as de facto in-house counsel to the Academy. This role provided him with first-hand experience in managing complex IT projects, vendor relationships and regulatory compliance frameworks at institutional scale.

Beyond executive roles, Seng Siew has been deeply involved in professional governance. He served as Council Member of the Law Society of Singapore from 2011 to 2019 and held numerous committee appointments covering electronic filing systems, electronic litigation, ethics, AML, intellectual property and practice management standards. He chaired and co-chaired multiple technology-related committees during Singapore’s transition toward electronic litigation systems. In 2021, he was appointed Vice-Chair of the Legal Ethics Advisory Committee under the Legal Services Regulatory Authority.

In 2023, he was formally recognised as an Accredited Specialist in Data and Digital Economy Law by the Singapore Academy of Law in its pioneer cohort — a recognition reflecting his sustained contribution to the development of technology and digital economy practice in Singapore.

Today at OTP Law Corporation, Seng Siew advises technology companies, digital entrepreneurs and established enterprises navigating digital transformation. His work integrates regulatory compliance, commercial structuring and dispute risk management. Clients benefit from a rare combination of courtroom experience, institutional technology leadership and board-level operational insight.
