Mylene Chua is Partner and Managing Director of OTP Law Corporation. Admitted to the Singapore Bar in 1987 and to the Roll of Solicitors of England and Wales in 2001, she has built a career defined by cross-border transactions, infrastructure development, regulatory navigation and strategic commercial structuring.

Her professional foundation began in general civil and commercial litigation before she moved into corporate finance practice, assisting in acquisitions, restructuring exercises, syndicated loan documentation, aircraft leasing transactions and capital market exercises. This early exposure to structured finance and complex commercial documentation formed the technical base of her corporate practice.

She subsequently served as Senior Legal Counsel at a listed US-led international construction group engaged in major infrastructure projects, including oil platforms, pipelines, toll roads and power plants across multiple continents. In this capacity, she negotiated implementation and concession agreements under World Bank frameworks, coordinated documentation in multiple languages, assessed foreign investment laws, structured BOT and EPC projects, and assisted in packaging projects for international capital markets financing. Her responsibilities also extended to corporate secretarial compliance, liaison with stock exchange regulators and engagement with foreign ministries and trade authorities.

From 2000 to 2004, Mylene served as Vice-President (Legal) at a listed Temasek-linked engineering technology company operating in aerospace, electronics, marine and land systems. This role required oversight of mergers and acquisitions, intellectual property due diligence across jurisdictions, US regulatory compliance including anti-trust and national security clearances, and negotiation of major vessel construction contracts. She conceptualised and implemented a group-wide legal risk and compliance framework aligned to operational business units, established structured internal legal training programmes and built knowledge management systems integrated into key performance metrics. She also served on internal risk review, tender and intellectual property committees, ensuring governance and commercial alignment at board and operational levels.

Between 2004 and 2006, she established and ran Mylene Chua & Associates, focusing on corporate deal origination and integrated commercial solutions. Thereafter, from 2006 to 2014, she engaged in private cross-border initiatives, sourcing and structuring regional ventures in sectors including environmental waste-to-power, oil and gas, FMCGs, infrastructure, commodities and real estate. Her work spanned deal origination, executive proposals, due diligence, joint venture structuring, negotiations and financing procurement from banks, private equity and venture capital firms. She also developed and managed business interests arising from multi-party alliances in regional projects.

Mylene joined OTP Law Corporation in 2015 and became Partner and Managing Director in 2017. In this role, she oversees the firm’s corporate and commercial practice, bringing a board-level understanding of risk allocation, financing structures and regulatory compliance. Her experience allows her to guide clients not only through documentation but through strategic decision-making — whether entering new markets, forming alliances, structuring infrastructure projects or navigating government-linked contracts.

In parallel with her transactional work, Mylene has undertaken mediation training through the Singapore Mediation Centre and Thailand Arbitration Centre (THAC), and was appointed as a Mediator with THAC in 2018. She also completed the Singapore Academy of Law–INSEAD Law Firm Leadership Programme, reflecting her continued commitment to structured leadership within professional practice.

Mylene’s professional approach integrates legal rigour with commercial pragmatism. She views law not as an isolated discipline but as architecture — structuring opportunity, managing risk and enabling long-term enterprise across jurisdictions.
