Application For Permanent Residency in Singapore

1. Introduction

Non-Singapore citizens can become Singapore Permanent Residents (PR) by applying for an Entry Permit. An application for the Entry Permit is an application for Singapore PR.

The following categories of non-citizens are eligible to apply:
a) Spouse and unmarried children (below 21 years old) of a Singapore Citizen or a PR;
b) Aged parents of a Singapore Citizen;
c) Employment Pass (P or Q Pass) holders – An applicant may include his spouse and unmarried children 21 years of age and below in the application;
d) Investors/Entrepreneurs; and
e) Hong Kong residents who satisfy certain guidelines with applications through SMC Management Consultants Pte Ltd in Singapore.

2. Procedure

A) Wife/Child of a Citizen or PR

1 set of completed Form 4 is required. Applicant is required to complete Part A to Part E and Part G and local sponsor to complete Part F and Part H of Form 4. A passport-sized photograph (taken within last 3 months) is required for the Form. The Accompanying Notes to Form 4 sets of documents that are required to be submitted with the Form. Originals and a photocopy of each of the documents are required and official translations are required if they are not in English. The documents required are:-
a) Travel Documents (old and new) of applicant. Photocopies are required on pages that reflect personal particulars, official descriptions and Singapore Immigration endorsements.
b) Identity cards of both applicant (if any) and sponsor.
c) Travel documents (old and new) of sponsor.
d) Sponsor’s Birth Certificate / Citizenship Certificate and applicant’s Birth Certificate and household Census List.
e) Official Marriage Certificate.
f) Educational certificates of both applicant and sponsor.
g) Official Birth Certificates of children showing both parents’ names and child’s name.
h) Divorce or Death Certificate in respect of applicant’s / sponsor’s previous marriages and custody papers for applicant’s / sponsor’s children (if any).
i) A letter from sponsor’s employer stating the date of employment, position held, salary per month for the last 6 months with breakdown into basic, overtime and allowance per month.
j) A statement from the CPF Board showing sponsor’s monthly CPF contributions for the last 12 months.
k) Sponsor’s Income Tax Notices of Assessment for the last 3 years.
l) Sponsor’s valid Business Registration Certificate from the Instant Information Service, Registry of Companies & Business and Valid Vocational licence.
m) Deed Poll or Change of Name Certificate of applicant and sponsor.

B) Husband of a Citizen or PR

A female Singapore Citizen or Permanent Resident may sponsor her husband for permanent residence. Each application will be considered on its own merits by the ICA. Two sets of completed Form 4A (one original and one photocopy) are required. A passport-sized photograph (taken within last 3 months) is required for the Form. The Accompanying Notes to Form 4A sets of documents that are required to be submitted with the Form. Originals and a photocopy of each of the documents are required and official translations are required if they are not in English. The documents required are:-
a) Old and new travel documents / affidavits of all applicants. Photocopies are required of pages that reflect personal particulars, official descriptions and Singapore Immigration endorsements.
b) Identity card of applicant and spouse.
c) Work Pass of applicant, if any.
d) Educational certificates, Professional membership certificates and vocational trade certificates of applicant and spouse. (For graduates, 2 photocopies of degree / diploma are required.)
e) Testimonials from previous employer stating nature and duration of employment and also the last drawn basic salary.
f) Official Marriage Certificate.
g) Official household census list or family register, if applicable.
h) Official Birth Certificates of applicant and spouse.
i) Official Birth Certificates of children showing both parents’ names and the child’s name.
j) Death certificate or divorce certificate and the custody papers for the children in respect of applicant’s / spouse’s previous marriage.
k) CPF statements for the past 12 months’ contribution and Income Tax Notice of Assessment for the last 3 years of applicant and spouse.

C) Aged Parent of a Citizen

1 set of completed Form 4 is required. Applicant is required to complete Part A to Part E and Part G and local sponsor to complete Part F and Part H of Form 4. A passport-sized photograph (taken within last 3 months) is required for the Form. The Accompanying Notes to Form 4 sets of documents that are required to be submitted with the Form. Originals and a photocopy of each of the documents are required and official translations are required if they are not in English. The documents required are:-
a) Travel Documents (old and new) of applicant. Photocopies are required on pages that reflect personal particulars, official descriptions and Singapore Immigration endorsements.
b) Identity cards of both applicant (if any) and sponsor.
c) Sponsor’s Singapore Citizenship Certificate, if any.
d) Sponsor’s Birth Certificate. This must be issued, signed and sealed by the proper authorities. Unnamed Birth Certificate must be substantiated by supporting documentary evidence.
e) Deed Poll or Change of Name Certificate of applicant and sponsor, if applicable.
f) If items (d) & (e) are not available, a letter from a competent authority (eg, Village Headman, Chairman of Communes, Tahsildar, Panchayat etc in the case of applicants from China and India) certifying the relationship between applicant and sponsor may be accepted. The letter should also state the names and present whereabouts of applicant’s spouse and children.
g) Identity Card / Travel Document of applicant’s spouse or Death Certificate of applicant’s spouse (if deceased). If Death Certificate is not available, the photograph of the tombstone may be produced.
h) Applicant’s Official Marriage Certificate.
i) A letter from sponsor’s employer stating the date of employment, position held, salary per month for the last 6 months (with breakdown into basic, overtime and allowances per month).
j) A statement from the CPF Board showing sponsor’s monthly CPF contributions for the last 12 months.
k) Sponsor’s Income Tax Notices of Assessment for the last 3 years.
l) Sponsor’s Business Registration Certificate (for self employment) with names of partners shown.
m) Birth Certificates and Citizenship Certificates of sponsor’s siblings, if applicable.
n) Identity cards and travel documents of sponsor’s siblings, if applicable.
o) Highest education certificates of sponsor and siblings.

D) Employment Pass (P or Q Pass) Holder

If you are applying under the Professionals/Technical Personnel and Skilled Workers Scheme, you will need to submit 2 sets of completed Form 4A (one original and one photocopy). A passport-sized photograph (taken within last 3 months) of the Applicant and, if applicable, of his spouse and the accompanying children are required for the Form.

The employer is required to complete Annex A to Form 4A.

The Accompanying Notes to Form 4A sets of documents that are required to be submitted with the Form. Originals and a photocopy of each of the documents are required and official translations are required if they are not in English.

The documents required are:-
a) Travel documents of all applicants. Photocopies of passport pages showing their personal particulars, official descriptions and Singapore immigration endorsements are required.
b) Identity card, if applicable.
c) Work pass
d) Educational certificates, Professional membership certificates and vocational trade certificates. For graduates, 2 photocopies of degree/diploma are required.
e) Official marriage certificate, if applicable.
f) Birth certificate, official household census list or family register, where applicable.
g) Testimonials from previous employer stating the nature and duration of employment and also the last drawn basic salary.
h) Payslips for the last 6 months, CPF statements on the past 12 months’ contribution and Income Tax Notice of Assessment for the last 3 years.
i) Spouse’s educational certificates, birth certificate and identity card, where applicable.
j) Official birth certificates of children showing both parents’ names and the child’s name.
k) Death certificate or divorce certificate and the custody papers for the children in respect of applicant’s/spouse’s previous marriage (if any).

E) Investor/Entrepreneur

Foreign investors with substantial capital of at least S$1million and good entrepreneurial track records may apply for permanent residence under the Global Investor Programme. for himself and his immediate family. He can choose to either:
a) Invest at least S$1 million in a new business set-up or in the expansion of an existing business entity in Singapore, or
b) Invest at least S$1.5 million in a business set-up – with the added flexibility of investing in other investment vehicles such as VC funds, foundations and trusts that focus on economic development.

F) Hong Kong Resident

Persons born in Hong Kong or who can show proof that they have or used to have rights of abode in Hong Kong may apply for in-principle approval for permanent residence by submitting an application through:

Original documents will be returned immediately after sighting. The forms are obtainable at the Permanent Resident Services Centre and can also be downloaded at http://www.ica.gov.sg.

The processing time for an application is 3 months. Applicants will be informed of the outcome by mail.
